What Quarter is in Civilization 7 (Civ 7)

A Quarter is a unit of your town. It is formed when two non-Wall structures from the same Age / two Unique Buildings / a full-tile building occupies a District. This construction can be buffed by various policies and adjacencies. There are some Unique Quarters which grant additional bonuses and feature distinctive art.
